I think I figured it out. I just beat Ending 1 and then restarted and that's when the Shion ending finally opened up! So I'm guessing either you have to beat Ending 1 and a romantic ending to open up Shion's. Or just Ending 1, but I'm not sure. All I know is that I had already gotten Ending 5-10, then I beat Ending 1, and then Shion's opened. Just letting you know~
